Departmental Functions
Human Resources
The City does not have a separate Human Resources Department; this function is performed by the Administrative Services Manager. Human Resources services include the administration of:
  • Recruitment and selection processes
  • The City's classification and salary plan
  • Health insurance, retirement, and other benefit programs
  • Workers' compensation
  • Disciplinary and grievance procedures
  • Employee relations

Risk Management

The City of La Palma is a member of the California Joint Powers Insurance Authority (CJPIA). This is a pool of 119 cities and other public agencies that are jointly insured for general and automobile liability and property insurance. The Administrative Services Manager is responsible for coordinating and monitoring claims administration and conducting regular risk management audits in conjunction with the CJPIA.

Public Information

The City Manager's Office coordinates the response to public information inquiries, media contacts, and the initiation and review of press releases.

Service Contracts and Franchise Management
The City Manager's Office serves as the liaison to the City's various service contractors and franchisees, including providers of:

  • Fire services
  • Electricity
  • Natural gas
  • Cable
  • Telephone
  • Waste hauling
  • Street sweeping
