-Why is closing the funding gap all being done by reducing services to residents, can’t the City close the gap in other ways?
The City is balancing the burden of filling the projected budget gap between revenue and expenses through four strategies, including service reductions. The other strategies are revised operations (efficiencies), revenues (new or increased), and use of reserves. Budget planning has utilized all four strategies to close the funding gap. Preliminary staff budget plans have identified reduced expenses as either reduction in service or revised ways of operating with total reduced costs coming about equally from both strategies.
