714/657 Area Code Overlay - New Dialing Procedure Starts August 23
714-657 Area Code Overlay
The California Public Utilities Commission (PUC) has approved an overlay for the 714 are code to accommodate the need for more telephone numbers. The new 657 area code will serve customers in the same geographic region as the current 714 area code. When the overlay area code is implemented, people with a 714 or the new 657 area code must dial 1 + area code + seven-digit number when making calls to all locations. Beginning August 23, 2008, customers must use the new dialing procedure for calls. New telephone lines or services may be assigned numbers with the 657 area code starting September 23, 2008. Color of Homes - Community Workshop August 26
House Colors
The City will conduct a Community Workshop to discuss paint color standards for single family homes in La Palma. The City Council requested staff to research potential regulations and solicit input from the community. The workshop will consist of a presentation by city staff followed by a question and answer session, and an opportunity for residents to provide input on the matter.

The workshop will be held at 7:00 p.m. on August 26, 2008, at La Quinta Inn & Suites, 3 Centerpointe Drive, La Palma CA 90623. If you have questions regarding the workshop, please contact the City's Community Development Department at (714) 690-3340.

The La Palma Pageant Committee is currently seeking contestants interested in entering the La Palma Pageant, scheduled for November 2, 2008. To qualify, prospective contestants must be at least a senior in high school or be between the ages of 17 and 23 on the date of the pageant and either work, live, or attend school in the City of La Palma.

An orientation meeting will be held on Thursday, September 11th at 7:00 p.m. in the Central Park meeting room. The deadline to return the pageant entry form is by the first rehearsal on September 14th at 2:00 p.m. at Central Park.

La Palma Adopts FY2008-09 Budget; Lowers Utility Tax 1%
La Palma - City of Vision
The La Palma City Council recently approved and adopted the City’s $24.9 million Fiscal Year 2008-09 operating budget and reduced the City’s local Utility User Tax (UUT) by 1%. The City of La Palma receives its revenues from a variety of funding sources, with property taxes, sales taxes, and the UUT accounting for 63% of City revenues. Overall, revenues are expected to increase by 4% while expenditures are expected to increase by 3.9% over the 2007-08 Fiscal Year.

Continuing its tradition of placing a high priority on public safety and community-building programs, the $9.5 million in General Fund expenditures are allocated to City departments as follows: 55% for Police, 17% for Recreation and Community Services, 15% for Administration, 8% for Public Works, and 5% for Community Development.

Other noteworthy expenditures highlighted in the Fiscal Year 2008-09 budget, include:
• $1.3 million for various water, sewer, and storm drain system improvements
• $0.9 million for the current year’s residential pavement management program and setting aside an additional $ 1.7 million for future years
• $0.5 million for installation of medians on La Palma Avenue from Moody Street to Denni Street
• $0.3 million for City Hall landscaping improvements and parking lot resurfacing


Additionally, the City Council took advantage of an unexpected one-time Sales and Use Tax reconciliation payment from the State and unanimously approved a reduction in the City’s UUT for Fiscal Year 2008-09 from the current rate of 5% to 4%. This is the second time in the past four years that the City Council has voted to lower the UUT. The UUT is assessed on all electrical, natural gas, and telephone bills within the City and was ratified by La Palma residents in 2002. The UUT Ordinance gives the City Council the authority to reduce the rate by up to 1% when sufficient funds are available.

Councilmember Waldman commented that, “It is fair and reasonable for us to reduce the utility users tax 1%, giving the citizens back some of their own money.” Councilmember Rodriguez added, “We had a one-time gift and -- I hate to call it a gift when you give people their money back -- but at least one time … I want to return that 1%.”

The City has contacted all of the affected utilities; however, actual reductions in utility bills can take up to three months because of the necessary programming changes required by the various utility company billing systems.

Free Universal Waste Recycling Program

The City of La Palma, in cooperation with the City of Cypress is offering residents a Free Universal Waste Recycling Program. You might be wondering what Universal Waste (U-Waste) is, well U-Waste consists of things like batteries, fluorescent light bulbs, compact fluorescents (CFL’s), and any item containing mercury. These items were banned from the normal waste stream (trash) in 2006 and are considered hazardous to the environment if placed in a trash container.

Residents can pick-up small recycling bags for their household batteries and compact fluorescent (CFLs) bulbs at the following location:

You can also drop off batteries at the above location.

Residents can drop off their long fluorescent bulbs and CFL’s at the following locations in Cypress, Los Alamitos, La Palma, or Stanton:
